They are soothing themselves from stress.
They are excited about something.
They are most likely experiencing something, I'm just not sure what it is.
How regularly do you check your people-reading skills by asking the person if you're correct?
I think about doing this, but it seems rude.
Do you consider people-watching to be an enjoyable activity?
I enjoy it when I'm bored.
How easy would it be for a child to lie to you?
It would be pretty easy for me to know they're lying.
I might be fooled a few times before I figured it out.

The are uncomfortable and collecting themselves.

The person is in distress.

I'm not sure, but it must mean something.
